It’s designed for a specific and common compatibility problem: connecting an older desktop, laptop, or media device that outputs only VGA to a modern HDMI monitor, TV, or projector. Because this conversion goes from analog VGA to digital HDMI — the more technically demanding direction — the adapter requires active circuitry and an external power source via its Micro USB port.
